Since this is a Korean novel, the characters ages are counted differently in Korea than the rest of the world. Protagonist and Karin are 25 and 21 in Korean age, but in international age, they would be 24 and 20 respectively (Korean babies are 1 year old when they are born). So that means that the age of military service would be from 17-34 in our terms.
